This paraphrase is quite appropriate, because Christa used it when she was trying to provide background information about using anabolic steroids in racing. The place for adding the paraphrase is in the beginning of a paragraph, and this paragraph is about a piece of new information. I think using paraphrase is the best choice especially when the author wants to use others' idea, but the words are probably not appropriate in some ways. Obviously, this paraphrase that Christa used just showed its function in the paper.
The author, Christa Kurman, also quoted words from many authorities. One of the quotations in her essay is " 'Where humans are concerned, steroids are banned by all major sporting bodies because they alter performance and pose a serious health risk. A human athlete who illegally takes steroids chooses to accept that risk. A racehorse obviously has no say in the matter' (qtd. in Zirin)". The author used this quotation as a reason or explanation for her view. Every word in this quotation was exactly like what the author wanted to say in her essay, so she quoted the whole sentence instead of paraphrasing or just quoted part of the sentence. This quotation works very well in this paper. It's the explanation for one of the author's ideas, and it ended a paragraph smoothly as well.
It's hard to say using paraphrase is better or using quotation is better, because it's depends on the context of one paper. For Christa Kurman's essay, the paraphrases and quotations she used made great contributions to the overall meaning of the essay. They helped the author explained, illustrated and described every supporting idea in this essay.
